I trapped a Kestrel a few months back and his crop always hangs off to the side when it's full! It's somewhat hard to tell in the pictures but here you go!

Normal some birds do that

As was said, normal, particularly when they have very filled crops.

Nothing to worry about, as everyone else has stated already. My female, imprint kestrel has the same thing with her crop. Its always lop-sided. We make fun of her sometimes for it...lol.

I didn't think it was a problem. I just think it is kind of funny. I always make fun of my little bird for it.

Yeah, my male redtail lists to starboard same as your kestrel.
Watched Dr. Nick Fox's video on raptor health and nutrition. The crop is shaped that way.
Does look a bit odd, though.
