Hawk spotted in Santa Clarita, CA

There is a hawk that is hanging around our area that looks like it may belong to someone. I've seen it several times and what I originally thought was a snake dangling from its talons actually looks to be falconry gear.

I think it is a Red-Tailed hawk but can't be certain. He's been hanging around several weeks. If you think this could be your bird contact me.

It seems the hawk got his jesses off (or Im seeing a different one). I think it is now paired up with another hawk as well. A few days ago, I got a message about a hawk that seemed to be in distress, so I went to see if it could be the same bird. It could still fly, but seemed weak and had some feathering missing from behind the head. He seemed overheated (open beak breathing). He did end up flying off across the road and was doing circles with its mate when I left.
