falcon spotted in St.Louis Mo.

I just got back from a funeral and a old friend I saw there told me they have been watching a falcon of some sort wearing either a jess or transmitter has been killing pigeons and knocked down a dove on a barge he was working on and when he went over to check the dove out a falcon flew off.He got a close look at it but I unfortunately did not get any particulars other than that.They have been watching it there every day for the last two wks.
All I know is it is around at North Broadway and Angelica St. Hopefully if some one lost one some where close this may be of help.
