No,you don't have to have a mews before the test besides it's best to have your sponsor help you plan it out.
I think taking the test in May would be better then you can build your mews get all...

Contact the NYS club at www.nysfa.org on there is a apprentice coordinator who can help. Also they give the test in May in Brewster, NY that would be a better time to start your quest.

I think you wouldn't have a problem finding any in Cortland plenty of farms.

Welcome to our world, Cortland has some great hawking, we have held our meets there for several years.
You have a few falconers in your area you should be able to find a sponsor down...
