As I recall, it was right after Operation Falcon in the early 80's, but, I think the more important questions is why? Answer: Falconers were under heavy scrutiny by the feds and all other anti-falconers of the day, including the Audubon Society, so we wanted to keep NAFA's image squeaky clean.
BTW, Krys, I was going through my old records the other day and I flew six CB HH's, not four, before I started flying passage HH. Sorry about the bum information.
