The New Mexico raptor take policy has been updated to reflect the new raptor take season dates of our new state falconry regulations. In addition I had the chance to re-write the policy to open take to non-residents for all species that residents are allowed take, with the exception of peregrines.
What this means to non-residents is if their state has reciprocal take, then it will now be possible to enter the drawing for the take of goshawks and Harris's hawks, residents will be drawn first and then non-residents will be drawn. The policy can be found here: http://www.wildlife.state.nm.us/apps...Policy2012.pdf
The application here: http://www.wildlife.state.nm.us/apps...pplication.pdf
Deadline for this year's drawing is tomorrow, 3/9/2012. You can fill out the application and email it back to the department and then call in with your credit card information to pay the fee. The phone number is on the application.

Update to the attempt for California to get their S**T together and adopt the new regulations. I'm frankly unimpressed, unless I've missed something great in here, and worried that we're going to miss the deadline:
As of August 10, 2012:
http://www.dfg.ca.gov/wildlife/falco...2012-08-10.pdf
No more wild take of Ferruginous, still only RTHA and AMKE for apprentices, $250 facility inspection fee (no more sponsors doing the inspection), lottery for Prairie Falcons (14), lottery for Goshawks in the Lake Tahoe Basin area (1 - can still trap outside the area, if you can find them?). Among other things...
And for the record, these are the requests the California Hawking Club had for the new regs:
Supposedly we're "on schedule" for the newly revised deadline of January 14, 2014. If we miss this, that's it.Apprentices can be 12 years old with parental support and approval.
Apprentices can fly a large number of raptors including sharp-shins, Coopers, goshawks, merlins, and gyrs.
Apprentices can purchase their first hawk or falcon (or owl) from a captive breeder.
General falconers can fly three birds
A falconer can be general at 16 years
A general can fly all species but eagles
Master falconers can fly five wild birds including eagles
Master falconers can have an unlimited number of captive-bred birds
In addition we want to add provisions to the state regs that are not a part of federal regs, including:
Three-year license renewal
Year-round trapping of juvenile birds
From the most recent NAFA Hawk Chalk (August 2012): Dr. George Allen of the USFWS:
“What really happens if the State misses the deadline?”
It remains to be seen, but I’ll argue strongly against continuing to allow falconry in States that don’t make the change. The States asked for the
change in 1999. We told them that it was likely in the 2005 proposed rule for the falconry regulations changes, and we made it final in 2008. They have
had many years in which to prepare. Making changes to the regulations or otherwise accommodating States that don’t make the September 2013 cutoff (for 2014) will add to our workload and cost additional taxpayer money. We
have other regulations issues to deal with, and our budget is declining. I don’t wish to make special allowances for States that don’t make the changes in time.

They can be found here, and appear to be on sked to make the deadline. The changes appear to be positive, and I particularly like the one about being able to get a sponsor from a neighboring state when you live along the border and there is no one close by........a little common sense.

Perhaps I read the file wrong, CHC President informs me that the regs will be ready to roll by January 2013, but will not be adopted until January 2014. I apologize for my error.

Not only have we not made any gains but we lost wild gos take for general permit holders. Now our entire wild take is passage RT for all and passage gos for master permits only.
