    she called it an eagle so i imagine it might be somewhat big.

    Its a Kite. Not sure if its a Black Kite or not, I'd have to check the distribution. Pretty sure that it is though. (Just Googled Black Kite range, it fits)

    bird is near the Kamogawo river in the middle of Kyoto. a random lady has been seen feeding these raptors bread.

    yup. it does fit. scavenger, in japan, white bar on under wings, dark feathers with some light barring. kind of a dirty looking bird. the feral pigeon of the raptor world.

    I was going to say black kite too but Pete beat me to it. Years ago I actually flew one, he was 30 years old!

    I agree it's a kite could be black kite or yellow billed kite
