I've never been able to see this box of smilies. The only one I know off hand isWhen I hit reply I see a box of icons, but not smilies.

you should be able to see it now
For the others who cant see them..
you have to go to your "user CP" ( located lower tool bar left corner) and look for this
Message Editor Interface Do Not Show Editor Toolbar
Show Standard Editor Toolbar
Show Enhanced (WYSIWYG) Editor Toolbar
click on the WYSIG editor tool bar.. that should help
