Default RT Hawk spotted in KY w/ gear

While On I-75 in Ky, I spotted a RT Hawk in flight, about 15 feet off the deck, with gear (one jess), on his way to a pole in the median. At first I figured he had a small snake or something, but it was pretty cold out and the snakes would have been in the ground. He was sighted between exit 108 and 110 on I-75 near Lexington Ky.

I was thinking the same. But the one jess is what prompted me to post.

Not saying it's not lost but I only fly my birds with one jess in.
