jessed hawk spotted

This morning my apprentice was driving north on I-35 in the DFW metroplex when a hawk or falcon with 8 inch jesses trailing flew right across in front of his ride. He did not make ID on the species, but did actually see the jesses dangling from the legs. This was where 35 and 287 cross. Or something like that. Anyone lost a hawk recently?
