Lost Kestrel in Scappoose OR

My wife's male kestrel was startled off by a hawk in Scappoose right across the river from Sauvie's Island. Telemetry indicates he may be on the Island or even Bacholer island. We were on Sauvie until sunset without getting a strong signal.

Telemetry is on 216.005. He is wearing leather jesses, no bells.
