The "Certificate of Registration" is a catch all permit issued by the Utah DNR. Its takes many forms, but is essentially used as a permit to posses wildlife. I dont know what language you are refering to, but its clear to me that it was targeted at Utah residents importing raptors, not at non-residents coming to Utah temporarily.
For that, you need a health cert with an import number authorized by the state of utah. The Utah Department of Agriculture is quite militant about issuing their authorization. Last time I took a hawk to Utah my vet got a very nasty phone call because he didnt get Utah's blessing before hand.
