Default Peregine? with anklets sighted in Oregon

I was just notified through the NAFA website that a peregrine? was spotted in Klamath Falls, Oregon with anklets on it. Below is part of the email I received.

There is a Peregrine in Klamath Falls with anklets. I went out this morning at
7 am. Saw it cast when i set out a flapping pigeon. It watched it and
the lure, but was quite content to sit and watch the show. At 730 I was
ready to leave and a bus pulled up scattering some birds, peregrine
dived and returned to tower and began plucking! At least it's not going
    hungry.

She also stated that she could send me a picture and I will post that when I receive it. I will try and get her contact information and will give it out by PM.

That last picture kinda looks like the bird is saying, "Kiss my a**. You ain't catching me!"
